This study aims to provide a discussion on how oral health public policy formulated by the Federal Government and implemented by the municipal governments are ensuring citizens rights.On this perspective, will be shown the health care model in the municipality of Sumé-PB, undertaking an analysis of performance of this policy. The expression of knowledge and the public policy front positioning portray the oral health of temporal mode from your history to the way that the health service has come to a full consolidation and desirable effects for the benefit of every citizen. In that sense, he has been trying to discuss the actions that led to implementation of oral health on the agenda of federal and municipal governments. To do so, emphasize the following factors: the recognition of the profession of dentistry, health reform in Brazil, the Federal Constitution of 1988, the creation of the Single Health System-SUS, community health Agents-ACS and the family health program and Smiling Brazil. The results indicate that the health programmes formulated by the federal Government and implemented by the municipalities, noting the experience of the Dental Specialities Centre-CEOs in the municipality of Sumé, PB, have provided significant changes in oral health care. The impact can be characterized by the number of procedures performed, and can be interpreted as positive results, with respect to promotion, protection of citizens ' well-being, although still can show too many weaknesses.
