Résumé:
This study dicusses about the public policy of educational financing, by FUNDEB, and became by the preoccupation of performing a field research, about the IDEB – Development Index of the Basic Education – characterized as an educational public policy national executed to verify the performance indicators of the students of the initial and final graders, once the public schools are facing year by year the challenge of improving the scholar performance of their students. Thus, we elected as general objective, to know how was invested the resources of FUNDEB for the education of the city of Sumé/PB and its reflections on the performance indices from IDEB, also analizing the statistics data about IDEB and the resources applications of FUNDEB in the last five years (2008-2012); and finally, verifying the IDEB’s numbers of the elementary schools of this city and its relationship with the scholar performance of its students. The technique of data analysis adopted, therefore, it was quantitative and qualitative, because we worked with data acquired by the interpretation by using charts and tables, in this case, presented expressive referential about FUNDEF, FUNDEB and IDEB averages, as well as number of students from the municipal public schools of Sumé/PB. Therefore, we consider that, this study enabled the knowledge about how it works the management of the education public resources, as well, the distribution of it according to the anticipated needs for the annual execution of the tasks that comprehends the basic public education. However, although it has been discloses unexpected results, became clear that the resources for FUNDEB were in fact invested, but it is necessary re-evaluate the education quality, as well as the teacher training.
