Abstract

This paper aims to analyze the lack of state and federal resources for income generation and the fall of the Fund of the Municipalities in the sustainability of the City of Serra Branca-PB, in the period 2008 to 2010. Problem as we have studied the importance of municipal resources, since the City relies on them for charges and achievements of projects, seeking more detailed information evidencing improvement and decision making to be made to solve the problem. As justification emphasizes the importance of identifying criteria that may influence the analysis of the lack of state and federal resources for income generation and reduced share of FPM in all municipal revenues. How to finish this work seeks to contribute to the understanding of the apportionment criteria FPM Serra Branca-PB, and from the identification of these criteria, check if they are aimed at reducing socioeconomic inequalities between municipalities, as determined by the 1988 Constitution. The methodology work is configured as an Exploratory Research, searching for a topic that in the case is the lack of resources of the City of Serra Branca-PB and familiarity with natural phenomena such as transfers from the federal government in particular the FPM, providing overview and understanding of the problems exposed.
