Abstract:
Revising the literature of Political Science about the coalition presidentialism operation in Brazil, focusing on Executive-Legislative relations in the national and subnational levels is the main objective of this work. Consequently, we intend to verify if the operating logic system diffused in federal level applies in other entities. With institutional approach, this research is based on national research and compared produced by the national literature. The analytical approach starts in the national range and goes to the subnational entities, in order to show that the executive branch not only takes advantage of the nationally legislating entity, but also overlap with each other, in others federal levels. It also became evident that, despite the logic of the political system be the same at all levels to issues of institutional control, the degree wherein this is effective, can vary by level, in particular the complexity existing in the interaction between powers.
