Abstract:
The environmental issue has been one of the great debates in recent years, almost always in the search for solutions that help in the formulation of public policies to combat the environmental impacts. In Brazil, the environmental issue is emphasized from the implementation of the National Policy on the Environment in 1981 and the promulgation of the 1988 Constitution. Supported this thought, this article aims at analyzing the participation of the Brazilian state environmental policies at Federal and Municipal Public Administration with a focus in the districts of West Cariri. Therefore, it was essential to conduct a theoretical approach in order to locate the problem, in addition to collecting data on official bodies such as STN - National Treasury and MMA - Ministry of Environment. It is important to consider the difficulty of consolidated data on the environment, with few sources that have reliable information and mainly updated. We noticed the amount of investments for environmental issues at the national and municipal levels, and mainly focused actions for the environment at the national level in the years 2005-2012. We note that, although there is a law on the federal level, there is a need to institutionalize environmental issue in municipal, treating it in a political way, especially when it comes to sustainable development and to formulate public policies consistent with effective contributions of resources . Thus, this study was based on the participation of the state as mediator of conflicts and environmental public policies. Finally, the state should strengthen this institutionalization and decentralization of the application of resources devoted to environmental issues, thus helping in the formulation of public policies that favor the participation of various stakeholders in environmental conservation.
