This end-of-course paper focuses on the debate about Educational Public Policies and the Youth as social categories of rights. It exposes some mismatches in the construction of the Brazilian National System of Education. It emphasizes through a comparative case study methodology the absence and poor formatting of public policies, especially in the Northeast of Brazil. It elaborates reflection on public policies from the national to regional, until it reaches local scope, on a state school in Sumé, the object of this research case study. It starts first from the study on dynamics of investments and implementation of public policies. The analysis focuses on general data of national education and the institutional instance of the State School Professor José Gonçalves de Queiroz in Sume-PB. The comparison between the performances of IDEB (Basic Education Development Index) and the State School of Elementary and high education Melquiades Vilar, in addition to educational programs and funds guided the reflection on basic conditions as a sample of the schools from cariri. Among the specific goals are: 1 - analyze how investments in public education at the local level has reflected in the expansion of opportunities, 2 - point out from the analysis of official documents, the amount and frequency of investments and 3 - identify problems related to structural conditions. So, it is problematized since the distortion of the Model Tax the unequal collection and distribution of revenue among the Union, the states and municipalities. It is a conditioning factor of states and municipalities as insufficient subnational institutions in formulating and implementing public policies. It is brought into focus the evidence of low economic activity, deindustrialization and the lowincome capacity of the Northeast as an element that indirectly perpetuates the inability to foster public policies. These aspects, the case study and the proposed debate articulate a dialogue between the structure of the national education system to the local situation, focusing the analysis on the state school José Gonçalves in the municipality of Sumé-PB. This paper makes a brief diagnosis of educational policies at nationalwide, regional and centralizes to the state of Paraíba to the state school Jose Gonçalves de Queiroz. It in this scenario that it is emphasized the need for Brazil's entry into the knowledge economy debating the massification of research to develop innovation, as an alternative of democratization of knowledge production and renovation of the school's role as a mechanism of social and economic inclusion of young people.
