O "controle" social no Conselho Municipal de Saúde de Esperança-PB.

Abstract

The dissertation analyzes the institutional performance o f the Municipal Health Council o f the City of Esperanca, State of Paraiba. The analysis was constructed from a grid of indicators privileging, on the analysis process, and the following dimensions: 1) historical and cyclical conditions adverse to the process of social control, expressed in the absence of political will of local government in the absence a tradition o f vigorous associative organization in the local (community civic) and the existence of political practices of traditional features (patronage, clientelism, paternalism, bossy, etc..) local political relations; 2) poor performance of the institutional factors (Putnan, 1996), expressed in indicators such as the degree of general ignorance about the powers and responsibilities of civil society n the exercise o f social control over public policies, the degree o f difficulty o f mobilizing citizens, problems of representativeness and legitimacy of the directors, the questions of parity between the components of the board, the questions of political interference, partisan, administrative and local government in the council, etc; 3) the institutional profile of the Council expressed in the historic legislation (list of documents) in the structure formal (composition), the resolutions and decisions (acts, regulations, ordinances, reports, management plans, etc..) board and 4) the sociological profile of the counselors expressed an indicator o f age, gender, education, activity sector o f (manager, user, health worker or service provider), the institutional linkages (belonging to a political party, association, union, etc.), the position o f the counselors in the local political arena (city councilman, secretary, union leader, etc.).
