Resumen:
The Brazilian public administration has undergone several transformations over the
past decades. The more up-to-date population due to technological advances, the worldwide
spread of the Internet and due to the globalization process, has demanded more accountability
from their rulers in the administration of public interests. A more focused and efficient public
administration to citizens has been the agenda of debates throughout the country. Therefore,
in 1986 began the Brazilian NSPA (National School of Public Administration), and NGOs as
NIMD (National Institute for Management Development) - today named as FALCONI, and
the CBM (Competitive Brazilian Movement) addressed to training public managers to the
new challenges encountered. In this sense, the present study aims to analyze the perception of
managers of state schools in the municipality of Campina Grande about a Paraiba State
Government Program, entitled School Value, which has been a positive gap in State public
education. For the research, two questionnaires were applied to the public schools managers, a
questionnaire to the schools managers that participated in the awards and another for the
schools that were not addressed. These questionnaires were used as a foundation for
understanding the desires of managers about the program, its effectiveness, how the program
subsidized to a concrete school improvement among students, teachers and staff, in simple
terms, which was the significant contribution that the program accomplished? The results
revealed that there is still much to advance in education, an imperative condition in any
country, however the attitude evidenced by the creation of this award is rather a long way
toward improving the system. In a holistic perspective, the program is conceivable, but needs
improvement, which should be considered by those responsible for its formation. These
suggestions were presented in this work with the goal of promoting the upgrading of School
Value award.
