Résumé:
Micro and small enterprises have a growing importance in the Brazilian economic and social
context within the current situation of financial crisis the country has faced since that arise
amid the need to leverage the economy through alternative generation of employment and
income forms. The law 123/2006 entitled the General Law is the status of micro and small
enterprises establishing preferential treatment in contracting micro and small enterprises in the
procurement and execution of projects by the government. Faced with the possible difficulties
regarding the implementation of this law, this research aims to verify the implementation
process in the municipalities of Western Cariri of Paraiba. To achieve the objective of this
work was used literature and field researches, conducting interviews for each actor involved
in the implementation process, carried out in the municipalities of Western Cariri of Paraiba
in the year 2014. It was found with the analysis of the collected data the lack of applicability
of the aforementioned law by public officials constitutes the main difficulty in implementing
the same in the municipalities. We conclude that the General Law has provided significant
changes in the local economy of the municipalities of Western Cariri of Paraiba among which
stand out the generation of employment and income from the number of formalization and
hiring of local entrepreneurs by the government.
