Resumo:
The theme of popular participation has been present in the national political agenda for over two decades. In fact, since the 1970s, a new form of popular participation planning has been developing in our country, which originated from initiatives headed by mobilized social sectors as well as political groups in the struggle against the military dictatorship. Faced with such a climate, it was not long before a proposal popular participation in the management of public resources should appear on the agenda, especially at times of electoral
traditionally oppositionists, took on some sphere of government. It was in this way that the participatory budget became a current proposal in the Brazilian political scenario in the 1980s, in a resumption by some political segments of the participatory municipal planning drew from the mid-70s to the late Following. Thus, there are more and more participatory experiences in municipal administrations. In this context, Campina Grande is not indifferent to this process and begins its experience in participatory budgeting. The process began in 1997 and presents advances and setbacks in its trajectory. There is no doubt that, in terms of its planning, participatory budgeting has been a significant improvement and an undeniable democratic advance. However, looking at the issue on the side of its daily execution, I realized that there are still resistances and misunderstandings
negligible to overcome so that the whole process can be considered successful.
