Abstract:
The interest on the allocation of public funds has been gaining every day more space in the social environment through the ability to share the keen popular reflection - up to a certain contestable point - of public managers in recent years. Based on this restlessness, it was aimed to describe the evolution of the amounts invested by the Union in education function according to the Development Plan of Education (PDE), considering the time series between 2002-2012. Broadly speaking, aims at describing the evolution of government priorities during the studied period from the measurement and comparative analysis of the allocation carried out by the federal government of the resources which were available. In order that the study was possible, there was the identification and subsequent analysis of public revenues classified by Economic Category, when it comes of public expenditure, worked out by Group of Nature and Functionin addition to a specification of function and its subfunctions Education. It is, therefore, a descriptive research, as to means, is characterized as an indirect documental. The data has been collected in public records made available on the websites of the National Treasury of the Comptroller General (NTC) and the Brazilian Institute of Geography and Statistics (BIGE), mainly. Data analysis was performed in a relative wayyear to year for the purpose of evolutionary observation. As major findings, it is inferred that the investments made by the Union in the Special Charges and Interest and Debt Amortization functions correspond in the series analyzedthe largest share when you compare to the GDP collected in the period while the object of the search function, so as other extremely relevant to Health and Safety reach one of the lowest percentages analyzed, when it comes of the education function, dismembered into its subfunctions, the most alarming index was the sharp inflection in subfunction Basic Education from the year 2006.
