Resumo:
Our research is research proposal review processes Reform of Professional
Education and the impact this had on the Federal Office for Education, Science and
Technology in Paraguay - IFPB. At the same time, this reform was considered by the
angle of impact suffered with the current changes in the world of work and new needs,
demands and challenges for Vocational Education. Currently in the process of
institutional transformation to the new format IFPB. the experience of Paraiba gives us
an indicator of the problem, to understand how an institution of public education,
technical and technology has been put forward to the new situation, especially in
relation to conflicts generated by the reorientation of the official discourse of the
government. We appeal to the reconstitution of the history and social history and
institutional IFPB to locate the main changes seen lately about the role that has played
locally in the field of professional education and identify those actors most directly
involved, their perceptions of current issues labor, employment and Professional
Education, as well as on the performance of IFPB. As regards the methodological
approach to the understanding of structures, processes and practices related to training,
we seek to address the objective and subjective dimensions involved in such situations,
though from a perspective focused on the subject and the experiences within which they
operate and act, it's historical and social experiences, their capabilities, possibilities and
conflicts. Character of qualitative research used the following: literature review,
particularly focusing on the current debate on the issues of labor, employment and
professional education, document analysis, including national and local documents,
technical, institutional and educational, the procedure for observation direct (spaces,
environments, equipment, activities), and semi-structured interviews with
administrators, teachers, pedagogical coordinators IFPB, campuses of Joao Pessoa and
Campina Grande. From our research we noticed two distinct moments in the institution:
the time of the Reformation of 1997 that separated the preliminary work in the
education and technical education that prevented the growth of IFETs while that guided
their actions to sales of services, partnerships, or that is, institutional actions typical of
the neoliberal model then in force, and the present Decree 5.154/04, which rescues the public nature of the Institutes, returning to investing and expanding the number of
campuses.
