Resumo:
With demographic growth and the ever faster industrialization process, greater production of durable and non-durable goods is generated and consequently higher consumption. Thus, Environmental Public Policies are fundamental tools to contribute to reducing the harm caused by solid waste. The objective of this paper is to analyze the National Policy of Solid Waste currently in force, identify the main problems related to Solid Waste Management in the city of Serra Branca-PB and verify the spending and transfers of the federal government with PNRS, before and after the law. The research is bibliographic and descriptive, using secondary data source. Data collection was performed with semi-structured interviews. The results show that at the moment the municipality of Serra Branca deposits its solid waste in an open dump and that the Urban Solid Waste Management is not in agreement
with the requirements established by the National Solid Waste Policy (PNRS).
Therefore, it can be concluded that although PNRS was institutionalized in 2010,
It was found through the Transparency Portal that the Federal Government's spending and transfers of resources on actions related to this policy suffered a considerable decline, based on the years from 2008, before the law to 2013, after the law. From this analysis it is concluded that it becomes almost impossible to manage solid waste according to PNRS, without financial support from the Federal Government.
