Résumé:
This article consists of a case study conducted in the municipality of Sumé, Paraiba. Its general objective to evaluate the importance of social control in Public Management in the Municipality of Sumé/PB via municipal councils. Specific objectives are to: describe the role and practices developed by municipal health councils; investigate existing structures of social control in Public Management Sumé/PB and suggest effective mechanisms in the development of processes for social control. Boards of health, education and social action was established as empirical field. This study is classified as descriptive and exploratory, quali - quantitative nature, and through a case study. The methodological procedures are structured by document analysis and literature review of studies from Santos (2002 ) and Gomes (2003 ). As a technique for data collection with the observation questionnaires, containing multiple choice questions and also objective was used. As the search results are sure that there are many difficulties for the realization and consolidation of a democratic management in the municipal councils, which are felt by the directors members research participants. In the case if Sumé, it became clear that social control exists , but the results are slow or never appear, ie there is a centralization of power and decision - making by the municipal administration , via executive power , which still monopolizes power. Thus, further studies should exist in this area of democratization of municipal councils.
