Abstract:
Every day, entrepreneurs around the world have been entering the competitive market without
preparation, planning and qualification, which contributes to the increase of corporate
mortality. With a view to lowering these ratios, business incubators provide management
support and an innovative environment for emerging businesses. Over the years, the number
of incubators has grown and problems have arisen in the provision of their services, in 2009,
ANPROTEC and SEBRAE developed the CERNE management model to standardize
national incubators so that quality management services and guidance provided to them, that
the incubation movement achieve success across the country. In the northeastern semi-arid
region, the IACOC, which consists of a social incubator, stands out by offering training and
guidance to the Paraiban agribusiness, and aiming to improve its activities, it went through a
period of implementation of CERNE, within the maturity level 1. Therefore, this work
focuses on report the implementation period of the management model in the IACOC
incubator, as well as the main changes identified inside and outside its facilities, evaluating
the model's effectiveness and usability, through observation with the IACOC team. The
analysis of the administrative changes obtained in the incubator occurred from the CERNE 1
model, as well as the effectiveness of the procedures and documents created and the main
changes identified in the IACOC. It was also possible to portray the inclusion and
development that the incubator provided to the selected enterprises in 2014 and 2018,
obtaining this information from a questionnaire applied with all of them. In response, a
positive analysis obtained on the administrative change generated by CERNE 1, which
reflected directly on the projects, especially those from 2018, which were better assisted by
the incubator. Finally, as a product of this dissertation, a short booklet was prepared for
national incubators, which outlines and simplifies CERNE 1, with a proposal for its
implementation before obtaining certification, based on the success and structure evidenced
by the social incubator IACOC.
