Essential resource for human life and sustainable environmental balance, water is
considered by Brazilian law a well in the public domain and a limited natural
resource, with economic value. Evident that the management of surface water in the
municipality of Sousa, in the State of Paraiba, Brazil, gathers a federal agency, a
society of mixed economy state and a local authority, beyond the interests of
domestic consumers who make free use of the water and the interests of the
associations of irrigators and other users, this research questioned and took the role
as general objective of the Department of Water, Sewerage and Environmental
Sanitation Sousa (DAESA) in demand management of surface water in the
municipality of Sousa, in the period 2006-2012. The specific scopes sought: identify
potential conflicts generated by the demand of the multiple use of surface water and
public policies related to the management of this demand, among Union, State of
Paraíba, municipality of Sousa and user associations; describe the instruments used
in the administration of the binomial demand-availability of water resources and their
impacts on the environment; and relate the structural and non-structural measures, in
technological, institutional, economic and educational spheres, adopted as an
incentive to reduce consumption. The method of procedure adopted for the
achievement of the research was the case study with inductive, exploratory and
holistic design. Utilizing collecting multiple sources of evidence, they were subjected
to analysis by hermeneutics and the triangulation of data. In discussions are enrolled
serious problems in the management model adopted by DAESA.
