Résumé:
The focus of this research is the analysis of the Territorial Board of Directors and as
spaces collegiate core of discussions and decisions on public policies in the Territory
of Rural Carnaubais in the state of Piaui. This space was articulated during the
process of sensitization, mobilization and training of the National Policy on Rural
Sustainable Development - PRONAT, which is being implemented in Brazil since
2003 by the Ministry of Agrarian Development - MDA through the Department of
Land Development - TDS in partnership with state and local officials, in addition to
the partnership with civil society in the process of implementing the same. In the
state of Piaui PRONAT dialogues with the participatory territorial planning strategy
was consolidated by complementary law no. 87/2007. In the broad field of public
policy we call "innovation processes" format of institutional organization thought from
a department of government at the federal level (SDT), which speaks to the new
territorial institutions, called the Territorial Board. This space includes the equal
participation of local stakeholders from both the government, and civil society. We
seek to make visible how social actors are articulated to ensure their representation
in such forums to ensure the joints making demands of regional actions and projects,
exemplified by the experience of projects PRONAF infrastructure. The territorial
approach to sustainable development highlighted here is articulated in a
multidimensional space with features such as: social, cultural, environmental,
political, economic and institutional, approaching a group of municipalities who call
themselves "territory" with the presence of significant elements that indicate the
identity and social cohesion. In this new form of territorial approach includes the
urbanized areas that include small and medium cities, towns and villages. (MDA /
SDT. 2005).
