Resumo:
This paper main objective is to explore the public policy'seducationand qualification,
regardingthe implementation of the Projovemfrom the Urban Municipality ofCaruaru-
PE, a central region of the Wasteland Pernambucanowhich has developed since the
1950s, the Pole Clothes. This productive and commercial region has been established
around the Sulanca'sproduction well as its noticeablecourse, currently by an informal
and precarious work. Thus, it was evident the problem has been placed concerning
Projovem Urban informality at work. The region is potentially facing the production
and marketing of garments, using younglabor in large scale with low education and
qualification, recognized as informal.An informal work has not been a new theme in
Brazil and worldwide, within typical industrialization forms capital accumulation based
on strategy substitutionimport, but has currently partnering to what has been known as
flexible accumulation (Harvey, 1992), which reproduces the integration of individuals
in the precarious procedures of theworkplace. The precarious condition, informal and
flexible labor relations at the Pole has caused debate around policies qualification as an
important measure of integrating young people into the labor market.By an atypical
region well as the individuals'wayto support in building and developing it
regardingSulanca'smanufacture and marketing, the public policy education has
presented distinct contours. In general, this research shows that educationpublic policies
and qualification as Projovemwhich has no specific and effective mechanisms
concerning young people to a formalized insertion and better protection in the
workplace. On a certain way this project has contributed to reproduce the workinformal
nature. Labor relationsconstituted forms, reproduction and precarious forms of informal
work and the integration in education challenges and skills which are these
thesisessentialscore.
