The history of the Irrigated Perimeter of São Gonçalo (PSG) refers to events commendable and remarkable names but also the scars of a transformation of an image, green yesterday, today covered with ashes. This study aimed to understand the actions of the National Department of Works Against Drought (DNOCS) on the consequences of severe droughts occurred in the Northeast that killed 600,000 people, hunger and thirst. The theoretical framework that guided the work referred relied on several authors familiar with the topic discussed, such as: Ab'Saber (1999), War (1981), Santos (2008), Trinity (2005), among others. The creation of DNOCS in combat actions droughts, sudene being highlighted (SUDENE), in order to reduce economic and social differences between the Northeast and other regions of Brazil, the importance of Northeast Bank Brazil (BNB), and the structure of the Joint Agricultural Cooperative of Irrigators of Saint Mary (CAMISG). The adopted methodological procedures were included: a bibliographical research, observation, collection accounts to obtain information and images depicting the rise and fall of São Gonçalo setting. Data analysis was divided into three chapters: the first and second covering the story of performance and achievements of DNOCS and construction of the PISG and the third presenting accounts of people who experienced part of this history and the landscape and the space in which it is the Irrigated Perimeter of São Gonçalo. The results, in turn, revealed the moments of progress and decline in the history of São Gonçalo from the actions of DNOCS and other bodies established, natural effects and consequences of the backcountry people. We conclude that the actions of DNOCS, the creation of the PISG, the importance of CAMISG and partnership of Brazil's Banco do Nordeste, they were not enough to raise high-flying Sao Goncalo and remain harmonically in its heyday. The decline happened and a common dream to many was scrapped. It is today an abandoned irrigation project, no fruit, no green, no water and no financial gain.
