Resumo:
Public policies of education in Brazil is a theme discussed by several scholars, however
, despite attempts to overcome the shortcomings present in the country's education ,
public managers have not yet reached a solution able to promote efficiently establishing
the Federal Constitution 1988 and LDB ( Law 9394/96 ) . This research is characterized
as a quantitative and qualitative approach, using primary and secondary data sources in
the survey in order to obtain reliable information and to contribute to the improvement
of education in the county. Thus, viewing the importance of education as a public policy
for local and regional development in this paper seeks to hold a discussion about the
public policy of funding basic education in Brazil identifying some normative and
political strategies used in order to offer a quality education to society as well as a
controversy about the importance of the National Education Guidelines for the
effectiveness of the educational system in Brazil . There was also the sources of funds
created to finance education policies , as well as list the Federal Education Programs
created with the purpose of leveraging the Index of Basic Education Development (
IDEB ) in the country . In this work we performed a case study about the basic
education in the municipality of Serra Branca - PB in the period 2009-2011 in order to
identify the efficiency of the implemented educational programs in the city, thus
carrying out an analysis of the relationship between available resources, number of
students enrolled and the averages in IDEB. From the data analysis it was concluded
that basic education in Sierra Blanca is not reaching efficiently establishing the CF 1988
and Law 9394/96 ( LDB ) , this conclusion takes as parameters the revenue available
regarding the number of students in reporting period , as well as the averages reached
the IDEB the respective period.
