Leadership involves several issues, ranging from the moment when one has theoretical and
scientific knowledge, communication skills and persuasion to influence their subordinates to
achieve certain goals. The leadership process is present in several areas of work including the
health care the subject that is addressed in this study, seeking to interface with care
management. In order to that leadership with emphasis on care management be carried out
successfully, the nurse must constantly seek for the development and consolidation of specific
skills, such as effective communication process with the team; motivation, flexibility,
negotiation and decision-making. This study aims to identify how the scientific literature
deals with the leadership in nursing as a care management strategy in the context of primary
health care. The methodology used was the integrative literature review which aims to
synthesize and assemble studies on the subject proposal. The databases accessed were
LILACS and SciELO, and 12 articles were selected. The results showed that the factors that
raise difficulties in the management function of the nurse leader at the first level of attention,
arising from lack of practice administered during nursing degree and function overloading the
nurse. The communication and permanent learning are indispensable tools for the care
management process. The Community Health Agents perceive the nurse as a leader who
motivates the team looking for common goals. The study highlights the need for further
research in this area, since managing is not just to lead a team, it is to be open-minded to new
ideas and willing to implement new actions in Primary Care.
