Nowadays, the discussion about bidding procedures has become more and more constant, appearing more effectively as of the publication of data by the Government on contracting (buying and selling) by the Public Power. Generally speaking, biddings are mainly aimed at choosing a coherent option that is more favorable to public bodies, taking into account as a criterion of choice especially the one that offers higher quality and lower price. In this sense, the study is designed to make a survey of the literature concerning Public Administration, Administrative Law and Law No. 8666 (Law on Tenders). Thus, the main objective of this paper is to present the participation of the face-to-face public bidding modality in the composition of the bidding procedures related to the public administration of Serra Branca-PB, as well as the cost-effectiveness that this procedure brought to the municipality in 2017, 2018 and 2019. As specific objectives the study seeks to characterize the municipality cited, analyze the modalities and types of bidding, and the laws that outline them. Methodologically, this study is classified as a bibliographical, of a qualitative and quantitative nature, with a case study type. As observed, it was verified that in the municipality of Serra Branca-PB the most usual bidding modality was the face-to-face auction, and that mainly in the processes in which this modality was used it generated relative and absolute economicity for administration of the place through the decrease of the values of the selected products compared to the average market price registered by the Federal Audit Court (TCU).
