Abstract:
This paper is about a quantitative and qualitative analysis and about the institutional performance of the Municipal Health Council of Joao Pessoa – PB. The methodology used was a grid of indicators divided into five themes and by the participant observation. The research was planned with theoretical and empirical basement on subjects about the participatory democracy and social control in health theme. The social control in health is based on the participation of the civil society on the process of reflection and discussion of the public politics in health. First, for evaluate the institutional performance of the Municipal Health Council and the social control was necessary to see the political and institutional environment that the Council is inserted and the public management of health in the city. After, the second theme to be evaluate was the public management of health in the city with focus in the Municipal Health Fund. The third theme shows the origin; nature; infrastructure; the budget; the bylaws and the institutional profile of the Council. From there, we went to the fourth theme that shows the main protagonists of the social control in health: The Municipal Health Councilors; and found: the sociological profile; the technical qualification and politics; the training; the performance - representativeness, credibility and legitimacy of the directors. Finally, the fifth and final theme of the analysis is about the functioning of the Council itself, where we evaluate: the planning activities; the regularity of meetings; the dynamics of the meetings; effectiveness through - the deliberative, implementation and publicity of decisions. As a result of this work we came to understand as the institutional performance and the Council's ability to establish itself as a mechanism to achieve purposes and not only to reach agreements on a simple model of governance: social demands -> political interaction -> Government -> policy option -> implementation.
