Primary health care (PHC) should be the first contact of the population with the health care
system so it is important the direct link to the community. The nurse at this level of care
covers among its responsibilities, classify demands and perform the service in the health unit
according with the resources available, whether emergency or not. This study aimed to
analyze the nurses perception in emergency service in PHC. Case study, with exploratory and
qualitative approach. The individuals in the research were 08 nurses working in the Family
Health Strategy (FHS) in Várzea Alegre, Ceará, Brazil. The data collection instrument used
was a semi-structured interview, conducted in August 2014 The research was conformed to
Resolution 466/12 of the National Health Council. The results were grouped according to the
Minayo, Deslandes and Gomes´ (2007) analysis technique, and emerged into five categories
named: Reports of nurses about emergency care in the Basic Health Units (BHU); Attitudes
adopted by nurses in emergency situations; Resources available in the emergency attending at
BHU; Challenges / obstacles in emergency service at BHU; Transportation available for
patients transfer in emergency situations. The data were analyzed according to the literature.
The results showed that the emergency has been defined correctly by most of the nurses. The
main approaches used by nurses in an emergency in PHC would send to the professional
doctor and transfer the patient to the reference unit. All interviewees recognized that BHU did
not have right equipment and infrastructure for emergency care. The professionals related to
professional qualification as essential in nursing care emergency. There is inability in
executing BHU actions about the first visits to health because of the lack in the infrastructure,
lack of services supply, lack of professionals training and total disability in the primary
health care network, making the community look for complex hospitals (secondary and
tertiary levels) hoping to get a qualified care. It was conclude that from the available
resources and when the practice is allied to a systematic plan and well-implemented assistance
about technical and theoretic knowledge of care, nursing interventions guarantee quality and
effectiveness in care provided allowing an early urgent / emergency care, which reflects a
better prognosis. It is necessary to develop capabilities to host, to make responsible, solve and
empower nurses.
