Resumo:
This paper seeks to understand the dynamics established by the Pacto Project.
New Cariri that underpinned the economic development of the Arrangements
Local Productive Areas, specifically Family Farming and
municipality of Monteiro - PB. The main focus of the research was to highlight the bases
constituting Cariri Paraibano's local development project and to discuss the
relation of the global to the local, as regards the maximization of the generation of

The qualitative approach was structured in the procedure called case study. The same
revealed a very strong process of alienation that helps to
promote a welfare policy, breaking the autonomy of farmers
involved and performing a subtle control that compromises the accomplishment of
solidarity and self-management of the association. It was identified that the project did not
