Abstract:
With the scarcity of water suitable for human consumption and prolonged periods of drought, in the Paraiban semi-arid region, we have the alternative of drilling wells and installing desalination plants to produce freshwater for desedentation of local actors. Thus, the focus of this work was the analysis of the public policy of the Fresh Water Program (PAD),

quality of life of members and also the generation of employment and income, production of
proteins for humans and animals and finally the preservation of the environment.
