Resumo:
From the point of view of the study of public policies, there is little research on prison
policies and prison system management in Brazil. In the face of the institutional and
political crises that the theme has surfaced in the last decades, making a survey of this
public policy problem proves to be important as a scientific investigative instrument in
the face of several cases of rebellions, escapes, actions of criminal organizations and the
process of overcrowding. It has demonstrated the inability of the state to maintain the
prison system and has drawn society's attention to its structural weakness. The present
work has as main element of discussion the use of the resources of the National
Penitentiary Fund - FUNPEN in the construction and reform of prisons, turning to the
problem of the overcrowding of the Brazilian prison system. Through a multidisciplinary,
exploratory and descriptive approach, the objective is to survey the public problem of
prison overcrowding and to ascertain whether the use of resources from the National
Penitentiary Fund influences the shortage of vacancies in the prison system in the country,
focusing primarily on advancing the countryside. knowledge through the explanation and
description of the public problem, approaching a more purposeful technique of policy
reseach. Even with the existence of a federal fund of constant and surplus collection, the
use of FUNPEN resources to create new vacancies in the prison system through the
construction and expansion of prisons proved inexpressive as an alternative to reducing
the prison deficit.
