Resumen:
The objective of this work is to analyze the territorial development policy process and verify
the functioning of the Arca das Letras Program in rural communities, as a cut - off of the Alto
Sertão - Paraíba Rural Territory, a semi - arid region of Northeast Brazil. The rural-urban
debate involves thinking about theoretical concepts and social relations, in this way the rural
and the urban are understood by the social scene, the arrangements are what differentiate
them. We emphasize the importance of public policies to encourage reading aimed at people
from rural areas, developed in a democratic way between civil society and the Government.
This is through the experience of reading through the Arca das Letras Program of the
Secretariat of Agrarian Development, currently the Special Secretariat for Family Agriculture
and Agrarian Development linked to the Civil House. The methodology used was the
qualitative exploratory research in which we searched through field visits and observations
made in the receiving communities of the Arcas das Letras to verify their functioning. The
theoretical foundation is supported by authors who discuss Territory: Claude Raffestin (1993),
Rogério Haesbaert (2007), Milton Santos (2000). Partial results of this research indicate that
the reading agents carry out important work in a voluntary and pleasant way, in the
improvement of the Arca das Letras program with loans and maintenance of the places where
the Arcas are installed, besides orientations and articulation of the rural localities, but lack of
monitoring of the Arcas.
