Resumen:
This research was carried out aiming the elaboration of a revitalization politics for the
DNOCS Public Perimeters in Paraiba through the diagnosis and analysis of the
emancipation process of Senador Nilo Coelho's Irrigation Perimeter District. The
approach was based on the work in the Engenheiro Arcoverde Irrigated Perimeter
(PIEA) and Sao Goncalo (PISG) located respectively in the towns of Condado and
Sousa, found in an emancipation process, and the Irrigated Perimeter Nilo Coelho
located in the city of Petrolina, in the State o f Pemambuco, managed by CODEVASF,
whose administration was transferred in 1989. The operational methodology and
strategy that were chosen for the research were those o f collecting statements from the
District's directors (in Nilo Coelho's case), from directors of the
Associations/Enterprises in their respective sites, as well as from settlers and members
of the ATER staff (Technical Assistance hired by DNOCS to operate the transition o f
the process). These statements were collected through informal conversations,
characterizing a semi-structured interview type, since there already was a list o f topics
at hand that had been planned through preliminary information about the Perimeters and
associations, which enabled the interviewer to understand and captivate the perspective
of the participants in the research. Besides the interviews previously described, an
investigation of the diverse data from Paraiba's Perimeters was performed, which
complemented and/or reinforced the interviews. The analysis of the data from the
research was performed through Theory Construction, also called grounded theory,
which has as its main objective to build a theory through qualitative data. However, this
theoretical formulation was used to explain reality itself and aided the revitalization
politics elaboration of these perimeters. This project demonstrated that the relationship
of dependence that stimulates paternalism, forming a vicious circle, perverse for society
as a whole, urgently needs to be broken up at PIEA and PISG. The IRRIGATION
DISTRICT or another emancipation model is adequate to achieve that. It is implied that
the ideal position of the irrigating producer in face of the State and before the
DISTRICT should not be one of independence, but o f interdependence, since one does
not exist without the other. It was concluded that the revitalization of irrigated
agricultures in the Public Perimeters of Paraiba is connected to technological,
organizational and operational innovations in all fields of irrigated businesses with an
agro-business point of view.
