Abstract:
In Brasil, around the 1970s and 1980s, the effort to optimize the productive efficiency of public irrigation projects and reduce the public subsidy generated the management responsibility transfer policy. The Irrigated Perimeter Irrigation District Várzeas de Sousa had works started in 1998 by the Government of the State of Paraíba, in agreement with the Union, and transfer of management started in 2013. The general objective of this research is to characterize the process of transfer of Perimeter management Irrigation Public for the Irrigated Perimeter Irrigation District Várzeas de Sousa. According to the International Seminar on Participative Management of Irrigation, the transfer of management of irrigated perimeters is in the fourth phase (of five) in the evolutionary escalation of the irrigation process. Regarding the methodology, this research is delineated as exploratory, descriptive, field, qualitative and made use of techniques focal group and analytical description. It is concluded that since the emancipation, the DPIVAS has been experiencing problems that begin first in the lack of total autonomy of the irrigating producers. The emancipation is related to the autonomy and the economic self-sufficiency of the administration, but the Governments continue in front of the majority of the decisions of the Perimeter.
