Resumo:
The process of decision regarding the implantation of management tools for
accomplishment of Policies for Water Resources has been characterized by the existence of multiple decision-makers and conflicting objectives. With the objective of analyzing the
decision-making process regarding the definition of values and mechanisms of recovery by the use of water resources in the system of water management of the state of Paraíba, there was a need to identify and characterize the decision-making process. The characterization of the process was performed from the analysis of documents, in addition to non-structured interviews with participants of the process, where you can identify the existence of conflicts, which have been simulated using the graph Model for Conflict Resolution (The Graph Model for Conflict Resolution – GMCR) [FANG et al., 1993]. From the results generated in the model it was possible to verify the representativeness of the same as possible solutions to the conflicts, through comparison with the occurred in the actual situation. It is therefore concluded that, for this case study, the use of GMCR as decision support tool was satisfactory, because the results generated in the simulations were consistent with the reality that occurs and recorded.
