Abstract:
The ever-growing problems regarding water scarcity call for the inclusion of new instruments capable of mitigating their effects. Water reuse emerges as an additional instrument for water management, aiming to reduce the demands on water sources and, favoring the use of noble quality water for its due purposes, while producing environmental, social and economical benefits. In fact, when taken into account the multiple uses of recycled water, its use for any purpose provides a lower cost, given that first quality water will be available at priority destinations. Thus, the use of wastewater becomes a relevant instrument of environmental management, which is already used in many locations, although lacking regulation and public incentives. The basic proposal of this work is the analysis based on the hermeneutic method, through the comparative interpretative technique, of the norms that compose the Brazilian legal and administrative order that concerns the reuse of waters as an instrument of consumption reduction and, simultaneously, as a complementary water resource. To accomplish this goal bibliographic researches on the subject were applied. It is crucially described to achieve greater integration between social segments, given the lack of adequate knowledge for a broader discussion for the affirmation of reuse in its broad dimensions and different purposes, not only the unregulated proliferation of the reuse technique is suficiente, but a true public policy on the part of the municipal administration so that the agroindustries of its territory use this technique seeking to reconcile economic development and environmental protection, duly based on sustainability. It is inferred that even in the face of general focus norms, whether legal or administrative, at federal or state levels, it is necessary to seek elements for the effective institutionalization, regulation and promotion of the sustainable practice of water reuse in the context of the National Water Resources Policy, which calls for the development of policies by the municipal administration to foment its institution according to the constitutional competence.
