Resumo:
The complexity of environmental problems today requires a posture of attention and commitment to sustainable practices in order to enable the harmonization and compatibility of economic growth and the preservation of the environment, in order to ensure a decent life for present and future generations. From this perspective, arises within the Public Administration, the so-called Sustainable Bids, through which criteria or practices of sustainability to be observed by the participants of the fair, such as facilities for recycling, longer product life, generation of less waste in use, and less consumption of raw material and energy. The chosen theme is of great value, since it is notorious that the preservation of the environment is threatened in view of the current consumption pattern, which is why it is up to the Government to invest in a socially and environmentally responsible management, in order to diagnose and mitigate the environmental impacts caused by the routine of the Public Administration through the continuous bidding for purchases and services. The purpose of this paper is to analyze the applicability of sustainable hiring within the Federal University of Campina Grande as an instrument of public policy and strategic issue to promote sustainable development, through government purchasing power, fostering an innovative market, with technology. lower environmental impact, in order to induce and expand the supply of more sustainable goods and services in the market. And specifically, it intends to address the historical context of the legal framework of sustainable bids; identify the main criteria and practices adopted by the Federal University of Campina Grande between 2014 a 2019; analyze the existence of UFCG's Sustainable Logistics Plan (PLS), related to sustainable procurement and hiring. Interest in the approach has arisen as a result of the following problem: Has the Federal University of Campina Grande been adopting sustainable criteria and practices in the scope of government procurement and contracting, in order to minimize or reduce the environmental impacts generated by the consumption of goods and services? Thus, considering the results obtained from the Federal Government Procurement Portal, it can be concluded that sustainable purchases at UFCG represent an insignificant percentage of total spending, far from ideal, reflecting the latent need to undertake a change in culture and vision. managers, public servants in general, to implement environmental protection in the various sectors, in order to contribute to the reduction of environmental impacts generated by the consumption of goods and services.
