In exordial form rests this scientific research on identifying and contextualizing the effectiveness of national guidelines for basic sanitation in the state of Paraiba. The theme is of great importance due to sanitation a national problem and that has repercussions and consequences of public policy, specifically focused on population health and environmental preservation. Thus universal access and comprehensiveness of services are basic principles for verifying the effectiveness of national guidelines. The search to identify and contextualize compliance with the regulatory provisions that deal with national guidelines for the study was used hermeneutics, more precisely zetética as methodology and interpretation as a research technique. In the purpose of verifying the effectiveness and scope of the guidelines in the state of Paraiba were to assert legal standards such as the Brazilian Federal Constitution of October 5, 1988, the Paraíba State Constitution of October 5, 1989, the Federal Law No. 11,445 of January 5, 2007, State Law No. 9260 of November 25, 2010; as well as data available through the National Sanitation Information System (SNIS), added body to the Ministry of Cities; the Brazilian Institute of Geography and Statistics (IBGE); the Water and Sewerage Company of Paraíba (CAGEPA); Agency State of Paraiba Waters (EFSA); the National Water Agency (ANA); and the Organization Atlas Brazil. The study areas were defined through the division proposed by IBGE, the mesorregiões which were represented by two municipalities each having as temporal support the years of 2012 and 2013. The results show that the levels of coverage for that to ensure the achievement of the principles of universal and payment are short of ideal and that are not observed scope in the provision of sanitation services in rural areas in the cities studied. Quantitative data point to an imminent urbanization of basic sanitation services, however, do not reach all residents, still being verified full absence of some of the services described in the legal definition such as the Sanitation component. important point concerns the responsibility of public officials responsible for providing the services and public managers who do not have any form of fitness for requesting the law, failing to carry out the guidelines and obligations brought within the legal framework, involving not granting able funds to mitigate the devastating effects of the absence of the provision of basic sanitation services, either in preventive care and population health maintenance, either in environmental sustainability. We obtained the finding that does not occur upon the applicability of the Basic Sanitation National Guidelines, the effectiveness of the process against the State of Paraiba.
