Instituição Comunitária de Educação Básica: um olhar sobre o conhecimento e a aplicabilidade do Projeto de Lei 5884/2019.

Abstract

This research addresses the analysis of the applicability and awareness of the existence of Bill 5,884/2019 by a coordinator/manager of a Community Institution of Basic Education (CIBE) in the state of Paraíba. It stems from the following problem question: Are CIBEs aware of the existence of Bill 5,884/2019 and its possible applicability? For this purpose, the general objective was defined as: To analyze whether the CIBE investigated is aware of the existence of Bill 5,884/2019 and its possible applicability. The specific objectives were: To understand how the institution organizes itself financially to remain in operation; to identify the challenges faced by the school in view of the scarcity of specific public policies until the implementation of Bill 5,884/2019; to highlight the scope of Bill 5,884/2019; and to understand how the CIBE organizes itself pedagogically. As for the methodological path, the case study was used as the methodology guiding the research procedure and supporting the analyses. The study was based on two elements that constitute the data collected: Bill 5,884/2019 and a semi-structured interview containing five questions, which was conducted with the CIBE coordinator via the Google Meet platform. The results highlight the importance and potential contributions of this work in terms of the discussion of the Bill alongside the interview, which points to new directions for the promotion of CIBEs, including the guaranteed collaboration of the state government, given the important role these institutions play in the lives of children from the communities in which they are embedded.
