Abstract

The present work originated from the actions developed in the extension project carried out by the Mental Health, Justice, and Subjectivity Production (SAMJUS) center, titled: "Weaving care practices for the guarantee of rights of children and adolescents: psychosocial interventions in the Shelter Houses of Campina Grande-PB." Based on the aforementioned research, we sought to analyze the practices implemented in Casa da Esperança IV regarding the family reunification of children and adolescents who have not been deprived of their family rights. The legal term "family reunification" is used to represent the process in which children and/or adolescents return to their original families after being under institutional care. The research is considered fundamental to obtain an understanding of the reality of these highly complex services in Campina Grande - PB, which must be anchored in the effective implementation of the Child and Adolescent Statute (ECA) and the Technical Guidelines for Institutional Care Services (2008), in order to fulfill their primary function, which is family reunification. To achieve our objective, we employed the methodological approaches of Institutional Analysis and Intervention Research, which served as lenses for my field observations and investigation of the events taking place at Casa da Esperança IV. The research was conducted over a period of three months, during which we visited the facility on five different occasions. To construct the empirical material for the research, we utilized the following methodological instruments of qualitative research: document analysis, semi-structured interviews, participant observation, and field diary records. In analyzing this material, we organized it into three major categories that align with our three specific objectives: practices and actions directed towards family reunification, principles guiding the professionals' performance and the functioning of the house, and lastly, the participation of other actors in the network. In general, we understand from the analysis that the works aimed at family reunification occur in a limited and disconnected manner from the network. Professional practices can be summarized as: occasional supervised home visits; development and implementation of Individualized Service Plans (ISPs) focused on the formal requirements of the justice system, without considering the execution of an action plan for the child and their family; lack of actions regarding the strengthening of the community bonds for the children in care; inexperience of hired professionals and substantiation of practices. These results strongly highlight the importance of research that elucidates how the guarantee of the right to family and community living is being, or not being, effectively implemented, with the purpose of substantiating the necessary

changes in the execution of public policies through essential and ongoing professional training for network collaboration.
